| Job Description |
In need of a construction supervisor pair that has the necessary experience to oversee the planning and preparation for the installation of North Slope Operations facilities. The position will initially start in the Anchorage office supporting the completion of the design of each facility component, assist with bid package development thru to award and onto design, build and NS installation. This position will be required to interface with the North Slope construction team, engineering team and individual contractors. Candidates must be able to effectively communicate with support staff. The duration for this position will be from 12 months to 18 months depending on project schedule performance.
Responsibilities & Requirments include:
-Experience with onshore and offshore pipeline projects.
-Artic Experience.
-Background working with owner side and operating companies.
-Oversight of project controls functions of various construction contractors and establishing overall cost and schedule reporting.
-Assist construction management with contract development, change management, group budgeting, and cost tracking.
-Administration of contract of resident primary construction contractor.
-Develop Construction Management Team policies, procedures, and guidelines as required to support the ongoing update effort.
-Participate in schedule development ensuring accuracy, efficiency, and coordination of activities with other ongoing/upcoming construction projects and field activities, as well as monitor, evaluate, and manage project schedule progress, and direct adjustments as required to ensure efficient and cost effective execution.
-Assist in the development of the control and definitive cost, as well as manage budget, reporting, progressing, incurred cost, earned value, and contract change provisions to achieve the lowest possible cost outcome.
-Integrate Change Management Change Orders, Trends, Work Orders, and resolve design, materials, and constructability issues as they arise during the construction phase.
-Comply with Operations Management of Change MoC procedures, and Coordinate FCO and Start-Up activities including involvement by vendors, other field based contractors, Operations, and Engineering Contractors.
-Coordinate the development of Incomplete Work Lists IWLs and lead the development of completion plans, and the smooth turnover of completed projects to Operations, including the completion of a Start-Up Status Checklist where applicable.
-Ensure complete construction contract closeout in accordance with established procedures, and analyze current and future execution plans for cost-saving opportunities.
-Provide construction involvement during the latter phases of engineering in terms of scope of work development, HSE planning, potential contracting strategy development, RFQ preparation and facilitate a smooth transition of work to the field, as well as assist in the resolution of material procurement, logistics, expediting, and substitution issues.
-Ensure all work is performed in a safe, timely and efficient manner, as well as implement and evaluate construction Contractor performance metrics in the areas of HSE, budget, rework, schedule, etc., and provide input to the Contracting Strategy employed by Project Teams. Influence future contract awards, based on lessons learned in the field.
-Develop standalone field execution contracts and contract Field Purchase Orders FPO when there is a desire to perform the work outside of standing long term contracts, and ensure that all construction support requirements are included in the RFQ and stipulate which party is responsible for them.
-Analyze and ensure efficient resource utilization on assigned project, and efficient equipment utilization on assigned projects. |
